CURRENT STATUS - IN REVIEW

ONTARIO GOVERNMENT APPROVES $9.8 MILLION TO SUPPORT THE ONGOING PLANNING OF A NEW REGIONAL HOSPITAL IN WINDSOR-ESSEX

  • Finance Minister Bethlenfalvy tabled the 2021 Budget on March 24th, 2021 and announced funding for Stages 2/3 planning which will bring together acute care services in one location.
  • “Mr. Speaker, I’m very pleased to announce today that we are supporting the plan for a new regional hospital in Windsor-Essex,” Finance Minister Peter Bethlenfalvy said as he delivered the 2021 provincial budget. “This funding announcement will allow for the planning and development of the urgently needed Windsor-Essex Healthcare Systems plan for our region to continue.”
  • Windsor Regional Hospital — New Windsor-Essex Greenfield Hospital – Construction of a new hospital to consolidate acute care services, while retaining the existing Ouellette site for urgent care and ambulatory services.
  • Windsor Hotel-Dieu Healthcare — Mental Health Inpatient Bed Expansion – Renovations to Hotel-Dieu’s Tayfour site to enable consolidation of mental health services.
  • The Capital Planning Process for the new W/E Hospitals System project started in 2012.
  • The Pre-Capital and Stage 1 planning requirements were complete in 2016.
  • The new Windsor-Essex Regional Hospitals system project was approved in the April 2017 Ontario Budget.
  • On December 1, 2017, the Minister of Health announced government funding approval of Stage 2 status with instructions for the Minister of Infrastructure to file Requests for Qualifications (RFQs) by early 2021 (new project estimated completion date: 2025-2028).
  • On June 18, 2018, a new Ontario government was elected and our project was put on hold pending government review, further delaying our project.
  • In September 2020, the new Infrastructure Ontario P3 Market Update was published and listed the RFQ issue dates for our project as more than five years delaying the project a minimum of 8 years from the previous government’s approval.
  • October 16, 2020 Windsor Regional Hospital officially acquires land for the new mega hospital.
  • On November 9, 2020 Windsor Council supports new hospital and location in 7-4 vote. On March 24, 2021
  • On March 24, 2021 Ontario Government approves $9.8 million to support the ongoing planning of the new Regional Hospital in Windsor-Essex.
  • Earliest estimated completion date > 2030

THE PROCESS

Final approval for construction of the new Windsor- Essex Hospitals System plan involves a five-stage Capital Planning Process:

Review and support of Pre-Capital Submission. Proposal Development grant
Review and approval of Stage 1 Submission. Functional Program grant
Review and approval of Stage 2 Functional Program. Design Development grant
Review and approval of blocks and sketch plans; approval to proceed to work to work drawings OR blocks/output specifications
Review and approval of blocks and sketch plans; approval to proceed to work to work drawings OR blocks/output specifications
Review and approval to tender & implementation. Issue RFP or approval to award construction contract/Project Agreement
